General Plan on tap for council

A long-awaited public hearing on Orland's draft General Plan is set for Tuesday.

The Orland City Council will hold the hearing at the end of its meeting, which starts at 7:30 p.m. in the Carnegie Center, 912 Third St.

This meeting was scheduled for Tuesday because of the Presidents' Day holiday on Monday.

Along with the hearing on the general plan, the council is to consider passage of its medical marijuana dispensary ban and cultivation guidelines.

In other business, the council will hear from Cathy Emerson of California State University, Chico, about a Broadband grant to map fiberoptic availability in Northern California.

Caryn Brown, chairwoman of Orland's Public Safety Commission, also will give an update at the beginning of the meeting.

Finance Director Daryl Brock will give the council the city's annual audit report from June 30.

And Interim City Manager Gail Wingard is seeking direction on a variety of matters, including funding for a proposed Orland Specific Area Improvement District in downtown Orland.

It is an effort to get business owners to repaint and fix up storefronts on Fourth and Fifth streets between Walker and Colusa streets.
